While the Wandering Waters gameplay update (7.38) for Dota 2 is clearly gigantic, with dozens of changes, enhancements, and new features, one of the most important ones that stood out for me is the new Neutral artifacts/items that players can craft using Madstone. Knowing exactly what these craftable Neutral items do, from the old ones to the new additions, is important for planning ahead and finetuning your build, so let’s purchase a Blink Dagger and jump in!

We are just going to cut to the chase right now. Below, you can check out the complete list of all Neutral items/artifacts in the Dota 2 gameplay update 7.38. We’ve split them up into tiers, noted when they become available for purchase, how much they cost, and their effects.

Tier 1 (Available at 5:00, Costs 5 Madstone):
  1. Broom Handle – Passive: Increases attack range by 75 for melee heroes.
  2. Fairy’s Trinket – Passive: Increases spell damage amplification by 4%.
  3. Ironwood Tree – Active: Plant Tree – Plants a tree that lasts 20 seconds (Cooldown: 15s).
  4. Keen Optic – Passive: Increases cast range by 75.
  5. Ocean Heart – Passive: Increases all attributes by 3 when in water (streams or river).
  6. Pig Pole – Passive: Grants 6% movement speed when HP is below 40%.
  7. Poor Man’s Shield – Passive: Grants a 50% chance to block 20 damage from hero attacks (10 for ranged heroes).
  8. Royal Jelly – Active: Grants a buff to an ally, giving +2 health regen and +1 mana regen for 20 seconds (Cooldown: 40s).
  9. Trusty Shovel – Active: Dig – Unearths a rune, gold, or a neutral creep (Cooldown: 60s).
Tier 2 (Available at 15:00, Costs 10 Madstone)
  1. Bullwhip – Active: Whips an ally or enemy, granting +15% movement speed to allies or reducing enemy movement speed by 15% for 5 seconds (Cooldown: 12s).
  2. Clumsy Net – Active: Ensnares an enemy, rooting them for 1.5 seconds (Cooldown: 25s).
  3. Dragon Scale – Passive: Grants a stacking buff on attack that deals 10 damage per second for 5 seconds (max 5 stacks).
  4. Grove Bow – Passive: Reduces enemy attack damage by 10% when attacking you from over 400 range.
  5. Pupil’s Gift – Passive: Grants +6 to two random attributes.
  6. Ring of Aquila – Passive: Grants an aura providing +2 armor and +1 mana regen to allies within 900 range.
  7. Vambrace – Passive: Grants +10 to a chosen attribute (strength, agility, or intelligence selectable).
  8. Vampire Fangs – Passive: Grants 8% lifesteal on attacks.
  9. Whisper of the Dread – Passive: Reduces enemy magic resistance by 8% within 700 range.
Tier 3 (Available at 25:00, Costs 10 Madstone)
  1. Dagger of Ristul – Passive: Applies a stacking debuff on attack, reducing enemy healing by 10% per stack (max 3 stacks, lasts 8 seconds).
  2. Iron Talon – Active: Chop – Deals 80% of a non-player enemy unit’s current HP as damage (Cooldown: 20s).
  3. Nether Shawl – Passive: Increases magic damage dealt by 10% and reduces magic resistance by 10%.
  4. Orb of Destruction – Passive: Reduces enemy armor by 4 and movement speed by 10% on attack.
  5. Paladin Sword – Passive: Grants 12% lifesteal and increases healing received by 12%.
  6. Philosopher’s Stone – Passive: Grants +75 GPM (gold per minute).
  7. Quickstep Gauntlets – Passive: Grants +40 attack speed when below 50% HP.
  8. Titan Sliver – Passive: Grants +15% base attack damage and +10% magic resistance.
  9. Witchbane – Active: Dispels an enemy and silences them for 2 seconds (Cooldown: 30s).
Tier 4 (Available at 35:00, Costs 10 Madstone)
  1. Enchanter’s Seed – Active: Plants a tree that heals allies for 25 HP per second within 400 range for 10 seconds (Cooldown: 25s).
  2. Fusion Rune – Active: Grants a random minor rune effect (Haste, Regen, Invisibility, or Double Damage) for 30 seconds (Cooldown: 60s).
  3. Martyrs Plate – Active: Redirects 25% of magic damage dealt to allies within 900 range to you for 10 seconds (Cooldown: 30s).
  4. Nemesis Curse – Passive: Deals 15% of your attack damage as damage over time to both you and the attacked enemy (10-second duration).
  5. Penta-Edged Sword – Passive: Grants a 20% chance to deal 50% bonus physical damage and maim enemies, reducing their movement speed by 20% for 3 seconds.
  6. Psychic Headband – Passive: Increases intelligence by 12 and reduces cooldowns by 8%.
  7. Timeless Relic – Passive: Increases spell duration by 15% and spell damage by 10%.
  8. Trickster Cloak – Active: Grants invisibility for 6 seconds (Cooldown: 20s).
  9. Wraith’s Reprisal – Passive: Reflects 20% of incoming damage back to the attacker as magical damage.
Tier 5 (Available at 60:00, Costs 10 Madstone)
  1. Apex – Passive: Increases your highest attribute by 40.
  2. Demonicon – Active: Summons a controllable demon with 1000 HP and 100 attack damage for 30 seconds (Cooldown: 60s).
  3. Force Boots – Active: Pushes you 600 units forward and increases movement speed by 25% for 4 seconds (Cooldown: 20s).
  4. Mana Draught – Active: Restores 200 mana over 5 seconds (Cooldown: 30s, passively recharges every 60 seconds when not used).
  5. Mirror Shield – Passive: Reflects 50% of incoming spell damage back to the caster (25% for AoE spells).
  6. Pirate Hat – Passive: Grants +150 GPM and a 10% chance to spawn a bounty rune when killing an enemy creep.
  7. Seer Stone – Passive: Grants +400 vision range and reveals invisible units within 600 range.
  8. Unwavering Condition – Passive: Grants immunity to debuffs when above 80% HP.
  9. Wit’s End – Passive: Grants +20 intelligence and causes your spells to deal 20% of their damage as bonus pure damage.
